Telephone Tax Refund Questions and Answers

What is the telephone tax refund?

The telephone tax refund is a one-time payment available on your 2006 federal income tax return, designed to refund previously collected long-distance federal excise taxes. It is available to anyone who paid long-distance taxes on landline, cell phone or Voice over Internet Protocol (VoIP) service.

How do I get the telephone tax refund?

In general, anyone who paid the long-distance telephone tax will get the refund on their 2006 federal income tax return. The 2006 return is usually filed during 2007.

The IRS is making it easier for taxpayers by offering a standard refund amount between $30 and $60, so they don't need to gather old phone bills. Taxpayers who choose the standard amount will only need to fill out one line on their tax returns. The standard amount is based on actual telephone usage data and the amount applicable to a family or other household reflects the long-distance phone tax paid by similarly sized families or households. Using this amount is the easiest way for taxpayers to get their refunds and avoid gathering 41 months of old phone records.

Do I have to itemize to claim this refund?

No. Because this is a refund of taxes previously paid, it does not matter whether you itemize or take the standard deduction.

Will I get a separate check?

No. The telephone tax refund will be treated as a one-time payment on your 2006 return. Accordingly, it will reduce the amount you owe on your return or increase the amount of your refund.

While we test that and make adjustments in response to all the feedback we receive let's cover a few e-mail issues that might help you now. The support staff at Fullnet probably spends more time helping customers with e-mail difficulties than any other issue. Below is a list of some of the most common questions we get from our customers.

Q. Why is my mailbox asking for my user name and password? I didn't change anything!

A. There are three possible causes for this:

1. For some reason the password file on your computer is corrupted. Retyping your user name and password should fix this problem. Retype both, just one won't work.

2. Your mailbox is locked. This problem can occur if you have a very large or corrupted e-mail in your mailbox which may cause your mail client (i.e. Outlook Express) to disconnect from the mail server before downloading all of your messages. When you try your e-mail again your mailbox is still locked from your last attempt and you get a logon failure. The lock on the mailbox will remove itself automatically after about 30 minutes or you can call support to have it removed.

3. Your mailbox is corrupted. This can also occur because of a large or corrupted e-mail. If you look at the details of the error returned by your e-mail client you should see something like this: -ERR [SYS/PERM] Unable to process From lines (envelopes) in /var/mail/yourusername; change recognition mode or check for corrupted mail drop. This problem can only be repaired by the Fullnet support staff, please call us if you receive this error.

Q. Why does Outlook Express download multiple copies of the same email?

A. This problem most often occurs when you have a very large message in your mailbox. Again, Outlook Express may time out on a large message and disconnect from the mailbox before downloading all of the messages. When this happens none of the messages get deleted and when you check your e-mail again Outlook Express will start back at the beginning. This process will continue until all the messages are downloaded or until the large message(s) are removed from the mailbox allowing you to download the rest. Other less likely causes of multiple message copies include a corrupted Outlook Express file named pop3uidl.dbx (which keeps track of which messages have been downloaded) and multiple Outlook Express mail accounts where one is configured to delete messages from the server and the other set to leave messages on the server. Please contact Fullnet support for help with any of the above problems.

Q. Outlook Express won't let me open attachments. Why?

A. Outlook Express has a security setting which can block access to attachments. To access this setting click on the Outlook Express "Tools" menu, click "Options", click the "Security" tab and then uncheck the setting which says "Do not allow attachments to be saved or opened that could potentially be a virus". Click "Apply" and then click "OK". You should then have access to attachments although sometimes it is necessary to close Outlook Express and then open it again in order for access to be restored.

Q. Why does Outlook Express disconnect me when I check my e-mail?

A. Outlook Express has a setting which tells it to "disconnect after sending and receiving". Once it has checked for new e-mail messages Outlook Express will hang up the modem. This is especially annoying if you wish to reply to a message that you just received. To access the setting click on "Tools", then "Options", and then click the "Connections" tab. Uncheck the box that says "Hang up after sending and receiving", then click "Apply", then click "OK". The problem should be corrected.

Q. Outlook Express appears to send a message but then I get an error message a second later. Why?

A. This problem could be caused by the "hang up after sending and receiving" setting coupled with an anti-virus program that is set to scan outbound e-mail. Outlook Express will pass the outbound e-mail to the anti-virus program and then disconnect before the anti-virus program can scan and send it. Follow the procedure in the above question to turn the setting off.
